XEmacs 21.4 (patch 18) "Social Property" [Lucid] (i686-pc-cygwin, Mule) of Wed

C-u C-x C-f /tmp/testeol.txt
Codingsystem: undecided-dos
Modeline shows: ISO8
Typing in some characters and saving results in a file with unix line
endings.
Now kill the buffer.
C-u C-x C-f /tmp/testeol.txt
Codingsystem: undecided-dos
Modeline shows: ISO8:T
Not able to save the file without first changing it. But afterwards the
file has dos line endings.
Is this how it should work ?
The latter case (existing file) is right, but ignoring the coding
system for a non-existant file seems like a bug.
