I didn't have the ucs-conv package. (I thought xemacs sumo and xemacs mule sumo had everything, but apparently not.) This fixes the problem I was seeing. However, I couldn't find a (provide 'ucs-conv), but so I did a (require 'xemacs-ucs) instead. Or do I need to rebuild xemacs for it to see all of the autoload stuff? It's been a while....
