I think this is to support hm--html-menus.
I don't much like tempo or maybe it's hm--hteml-menus, one of those
hogs a lot of the C-c prefix map.
Hmm, hm--html-menus doesn't seem to be using tempo. But psgml-html does
use it, so I guess I'll just leave it there, adding the appropriate
"XEmacs change" notes.
