Don't build with /MDd, build with /MD, and redistribute the
redistributable non-debug version.

The latest Windows native setup kits (both 21.4 and 21.5) can be found
in
ftp://ftp.xemacs.org/pub/xemacs/windows/testing (although just at
the moment some flakiness has returned to
xemacs.org and I cannot get
to the ftp site). The kits include packages and both the 21.4 and
21.5 kits can be installed simultaneously. FYI - the most recent 21.4
kit includes your patch.
