At least in my case, os-utils does shadow ps-print.
M-x list-load-path-shadows generates the following:
/usr/local/lib/xemacs/xemacs-packages/lisp/os-utils/lpr hides
/usr/local/lib/xemacs/xemacs-packages/lisp/ps-print/lpr
However, moving os-utils/lpr does not make the error go away.
