Setting this env variables doesn't help.
An alternative try at a workaround would be LC_CTYPE=C (but I think
LC_ALL overrides LC_CTYPE, if so it won't help).
There's no particular need for you to test it if you don't think it's
better for your needs than renaming the app-defaults file. I'm pretty
sure I can test it for myself (when I get the time ...).
(Note: I don't think either the env var or renaming the file is a
satisfactory solution, but some ... er ... negotiation needs to be
done about what XEmacs "should" do about a permanent solution.)
