While even thinking about this still hurst, it be worth it making an
note on our billion item todo list that a solution to this might be
to implement a proper generalization of the Mandrake patch.
i.e. some form of keyboard-modifier-translation-table.
Then Mandrake would only need a setting in their default site-start.el
