means
‘Permission denied.’ The attached log from filemon.exe (note I renamed the
file, since the permissions appear to be cached if you don’t) mentions a
Zone.Identifier attribute, which I’ve never seen before and which I don’t
understand.

On some further research, this stream (“Zone.Identifier”) appears to be
part of an Internet Explorer architecture to prevent executing things
downloaded from the internet. I downloaded the file with Cygwin wget(1), so
I don’t know why it’s objecting to that aspect. Renaming the file, dragging
it into a zip file (stripping ancillary streams), and dragging it out again
made setup possible.
I’ve made a log of all the file accesses that installed XEmacs makes on a
-vanilla start available here:
