Latin-unity makes no attempt to deal with this issue.

I think if you set the language environment correctly this will be set
properly. latin-unity will fix this up if-and-only-if your original
coding system handles everything in the buffer. Otherwise, you need
to reset language environment by hand.
See lisp/mule/european.el for examples of how this works, or
latin-unity-latin9.el.

Not in XEmacs, we don't support those yet.
It's not clear to me how such support can be properly implemented,
anyway.
