This is because the default gutter is no longer specified since there is a
different gutter depending on where the tabs are (in ms-windows vertical
tabs are now supported). Thus
(remove-specifier top-gutter)
is now morally equivalent.

This is because the gutter gets the widget face whereas the tabs get the
default face. This will be fixed when I enable sizing to be based on lisp
expressions so that the tabs once again occupy the whole of the gutter.
