Run the setup program. After some initial configuration (target folder, desktop shortcuts etc.) files are copied. When the copying is finished, the information screen is displayed. It is the last dialog window of the setup (There is "Information" written in bold in the upper part. The link is visible on this page (displayed immediatelly without scrolling). The only page after the information page is "Completing the XEmacs Setup Wizard"). This affects the Win32 setup.
