I'm pretty sure he's right that Emacs internals have to be changed
unless they want to rewrite _all_ Emacs keymaps, or make an exception
for Emacsen in their UI guidelines. (I would be willing to bet the
same change has been made to FSFmacs under Mandrake.)
This is not the correct way to do it, however.[1] And who knows what
other horrors lurk?
I think we should just declare Mandrake "unsupported by
XEmacs.org;
please contact Mandrake with all questions regarding your Mandrake-
built XEmacs."

[1] They should explore installing an XtKeyProc. This can probably
be added to XEmacs and configured using X resources, although it may
need to be hard-coded. There may be other possibilities with GTK. I
don't know how to handle it in TTYs.
