Yes. This is possibly the most incompatible difference between the
two versions. 21.4 on Windows irreversibly sucks from this point of
view. If you want anything to do with Unicode or internationalization
to work right on Windows out of the box, you need to use 21.5; no
attempt will be made by us to backport those features to 21.4.
