No, leave that as it is.
For the etc/unicode directory we have also the ibm and mule-ucs
files
to consider.
The mule-ucs files are generated files, included for convenience. See
the README. The IBM files are apparently open source, from ICU.
They're covered by this license:
which should be placed in the ibm directory. The
./etc/unicode/COPYING file should refer to the mule-ucs/README and
this file.
