The rules are not carved in stone. Usually, the release procedure
follows the description in the new maintainer's welcome mail ([1], see
the end): "time passes (no complaints about buggy xyz package)". We've
adopted a practice where Rendhalver rolls new pre-releases whenever he
finds time to do that (and there is something to do). We (him and I)
usually coordinate moving them to the stable dir.
If there is some urgent packaging stuff to deal with, dropping a line to
Rendhalver is the way to go, along with a Cc: to xemacs-beta.
