This sounds like a problem I hit in Slackware 9. The shifted function
keys where being assigned to XFree86 virtual window functions (sorry,
I don't have the names).
I fixed it with lines like the following:
xmodmap -e "keycode 67 = F1"
The same change may be present in RedHat 9.
