I succeeded in building a 21.5.34 kit. I have uploaded it to
http://ftp.xemacs.org/windows/testing/XEmacs_Setup_21.5.34.exe
Please try it out at your convenience.

PS. A kit from the latest sources will take a bit more work and I don't
