It seems to me that it always goes to the beginning of the file, even if
you have
the rcs keywords at the end of the file. And if you don't have any
keywords, the cursor stays in the same place.
It's been a while since I've used this, but I think this is a change. The
cursor didn't used to move when you C-x v v to checkin a file.
