[Bug: 21.4.15] xemacs vm character encoding

Dear Bug Team!
First of all thousand thanks for taking care of this great program. I use it
a lot and love it.
I use xemacs in the Fedora 3 distribution. I use vm for e-mail (vm-mail for
sending e-mail). Now I send an e-mail with special characters in it, like the
following:
