[Bug: 21.5-b11] Cannot update packages because of GPG problem

When I try to update packages (in prerelease) I get this error: Can't check signature: Public key 82EDF2C1D1DD84CD not found I imported the public key at ftp.xemacs.org/pub/xemacs/pgp-keys/xemacs_dist.asc thinking that was the problem, but perhaps it is not the correct file? How do I update packages when Mailcrypt/GPG is installed? By the way the documentation at http://www.xemacs.org/Documentation/packageGuide.html#Installing_automati... says Depending on whether you are using mailcrypt/PGP, you will get some question about keys to fetch or whether to use the index without verifying the signature. If the new index was different from the one already on disk, XEmacs will offer you to overwrite the old index. However, I never see a question about whether to use the index without verifying.
