No, or at least it's not supposed to be.
As far as I know there was no -bg sets modeline discussion. But I
will sent you my (3.5 day) xemacs-beta archive.
I don't think there's ever been any meaningful discussion on it. It's
a religious issue and no matter what we do we'll get flamed for it.
