Netinstall

I plan on announcing the netinstaller next week when the new packages are released. This will fix the remaining mule warning. I have rejigged the ftp hierarchy so that it is: pub/xemacs/windows/ pub/xemacs/windows/setup.exe pub/xemacs/windows/setup.ini pub/xemacs/windows/packages -> ../packages pub/xemacs/windows/win32 -> ../binaries/win32 pub/xemacs/windows/cygwin32 -> ../binaries/cygwin32 This satisfies the need for a stand alone hierarchy without having windows stuff in the root.
