User init file

Maybe this is a silly question, but I got problems after installing the latest 21.5 beta version under native win32. Compilation went right but I wonder about any changes in startup lisp code. So my question is : is ~/.xemacs/init.el supposed to be read automatically or is the .emacs compatibility file created by (create-compatibility-dot-emacs) in startup.el mandatory ?
