I personally think that's a reasonable definition. Indeed, preferable.
But what about RMS and Eben Moglen? The GPL clearly intends to
promote source distribution. Binary distribution is a non-issue. As
a concession to convenience, it permits prebuilt binaries and separate
distribution of binaries and sources.
However, the wording indicates that it wants to force the user to make
a conscious decision to "throw away" the source. I conclude that the
"same protocol" interpretation of the current wording implements the
intent of the author, and so is not a bug. (Yes, that is a reversal
of my previous claim. Sleep improves my ability to think. :^)
