I don't want that, either, though.
What should happen is that it should be located where the packages are
being updated, which is neither my source tree nor user-init-directory
(in fact, it's taken from EMACSPACKAGEPATH when I'm r-i-p, so that I
have control over whether packages are picked up or not).
