Hm, I just checked the latest cvs version at least is seems to be,
namely
the one described in

 To get the stable (21.4) development sources, do:
    cvs -z3 -d :pserver:cvs@cvs.xemacs.org:/pack/xemacscvs \

But I have the feeling before starting to compile that this version is
not very recent, the last Changelog entry is
