So my first choice would be to bury this code
Seems like a good idea..
and get rid of the bogus dependency that way.
Note that the dependency is NOT a problem. The make files can handle
that. The problem is that the package build process thinks it is
sufficient to have the .el files in place. For that reason I would
love to get rid of the VM special build case anyway.
