Right ... but it relies on having install available, and one which
behaves "correctly." GNU Project apps can and do take the attitude

There are, or at least were, good reasons not to do so. tar, while
not terribly portable, is more portable than install, and cp does the
wrong thing with some files IIRC, at least on some systems. Now the
main reason is that this works, and the amount of effort it would take
to change it is way out of proportion to the potential benefit.
If you want to experiment with alternatives and submit a patch against
21.5, that's fine with me. But I don't see a good reason to spend a
lot of effort (and messing with the makefile is typically a lot of
effort) on something that we probably can't get 100% right no matter
what we do.
