This happens in either terminal-mode or Cocoa windowed mode.
It does not happen with an X11 build of 21.4.20.
Other than that, I don't know whether this is a general xemacs
regression, or related to the Cocoa code.
It's general and probably my fault. (I rewrote the window-config code
in Elisp for 21.5.) I'll add it to my list. Thanks for the report! (I
had previous reports that looked similar to this, but this is the first
one that's I can reproduce.)
