Why? This behaviour seems utterly at odds with what one would expect
from functions called "set-", rather than "modify-".
I use ASCII and Japanese, the latter being caseless; I never encounter
odd behavior in the casetable code for that reason. Maybe Aidan will
pick up on it, but if not, I'll try to take a look at it. Suggestions
welcome (and patches even more so).
