Setting interprogram-cut-function to nil should prevent the busy loop by preventing you from pasting to other programs at all. Beyond that, we don't at the moment have resources to work on this. If that workaround is not acceptable but you still want to use XEmacs, you could build with some other widget set than Motif, which is a historical source of many bugs.
