how to upgrade pkg, cvs seems not to work any longer

The command for checking out the package tree r/o is
hg clone https://hg.xemacs.org/xemacs/xemacs-packages
(it's not possible to check out only the xemacs-packages or the
mule-packages, and the "xemacs-packages" repo now includes both of
those hierarchies).
