Dear Bug Team!
After visiting a Perl file (triggering cperl-mode), I can no longer
fill paragraphs in any C++ mode (or cc-mode) buffers. In cc-mode the
key sequence M-q runs `c-fill-paragraph'. This function works fine
until cperl-mode gets loaded. After cperl-mode is active
c-fill-paragraph fails with a message like:
Args out of range: #<buffer "assertions.hh">, 0, 2
Here is a typical back-trace:

The only workaround I've found is to execute
(setq fill-paragraph-function nil)
This seems to restore proper behavior to `c-fill-paragraph.'
cc-mode and cperl-mode should be able to coexist. That is, I should be
able to edit both Perl files and C++ files in the same session without
losing functionality in either. cperl-mode is being too aggressive
here, or making global changes that should only be relevant to buffers
actually in cperl-mode.
