Indeed. That's what I did when I rewrote rect.el. I had to sign their
damn papers (which didn't cost me much, to be honest) but Richard made no
difficulty in accepting the code. However, the counterpart seems not to be
true: as shown by the recent rect.el modifications, they don't care to let us
officially informed of the changes they make to the code. I was informed by a
user.

BTW, for those who don't know (I didn't until last week), rms told me
that gerd(a)gnu.org is now the official GNU Emacs maintainer.
