 I don't see the string "mule" in the indicated file, but there are some
 weird control-character strings in there.  This one says:

 (package-provide 'lookup :version 1.01 :type 'regular) 
The lookup package is a mule package. It needs to go into
mule-packages. However it mistakingly does not depend on mule-base and 
thus the package tools get it wrong.

Steve, could you make a new package-index with this corrected?

How did you upgrade? Is it OK in the Sumo's?
