I've been lurking with interest. I'm mainly en_us, but I
support
multilingual users. Occasionally, I want to look at one
of their files without changing my environment. I know this can
probably be done with some elisp variables/functions that I could
never remember. However, I was wondering if there was a simple way or
a plan to support something like the following:

I've looked around the docs a little, but I don't know what these
"headers" are called.
Those in particular are called “coding cookies” (but are not mentioned as
such in the manual, something we should change). From (Info-goto-node
"(xemacs)Recognize Coding") :
You can specify the coding system for a particular file using the
`-*-...-*-’ construct at the beginning of a file, or a local variables
list at the end (*note File Variables::). You do this by defining a
value for the “variable�� named `coding’. XEmacs does not really have a
variable `coding’; instead of setting a variable, it uses the specified
coding system for the file. For example, `-*-mode: C; coding:
iso-8859-1;-*-’ specifies use of the iso-8859-1 coding system, as well
as C mode.
M-x list-coding-systems RET will give you a list of the things you can put
after coding:, instead of iso-8859-1.
