I imagine you should be able to use both pcl-cvs and either cvs.el or
vc.el simultaneously as things are now. There's also a
pcl-cvs-buffer.el included with 2.0b2 which gives buffer based cvs
operation, though the timestamp indicates it has not been touched in
nearly 6 years and I have never tried it.
