Hmmh, don't know.

(find-file (locate-library "package-get.el"))
and
(find-file (locate-library "package-get-base.el"))
have been my best friends as far as packages go.
(load-library "package-get-base")
(load-library "package-get")
(package-get 'prog-modes nil)
will install the newest available version of the prog-modes package,
provided you have the EFS chicken^H^H^H^H^H^H^Hegg^H^H^Hpackage
installed.
Use
(package-get-update-all)
for the ultimate experience.
