The make log include the contents that gets captured in the
Installation file. For your reference, in the build directory, the
configuration process builds a file name "Installation" which
describes the configuration options used.
I suggest you configure with the --pdump option; in my experience that
path gets a lot more use these days than the old dumping code. I
thought, somehow, that "-z combreloc" required the portable dumper,
but it may not. In any case, try using --pdump and see if that clears
up your segv.

Ah, found it. I had looked for INSTALLATION, only.

as "xemacs-21.4.23-54ee212e.dmp" (with a variable hash, it seems). What
is its functionality? Is it needed? The changeable name is a bit of a
headache for package management.
I downloaded all the patches from the ftp site.
Good. They should have comments at the top, but that's WIP. ;)

I found a way to accomodate during packaging for the dynamic filename,
so the issue is moot.

The .dmp file contains the preloaded Lisp as a linkable binary image.
The link-loading is not your usual OS "dlopen", it's XEmacs-specific.
On most POSIX systems and Windows, this file is included in the
"xemacs" or "xemacs.exe" binary, so the separate .dmp file is
unnecessary. This is controlled by the --with-dump-in-exec; try that
and see if the binary works.
We should also fix the configure script.

Correct. I believe 21.4 requires the dump file but 21.5 does not.
