We are talking about the 'Markup->Insert Element' menu, aren't we?

yes, i.e. it all works as expected for me.
Nonetheless, I *am* still seeing this behaviour. Perhaps it is a
bizarre artefact of the particular setup of my system, but, unless there
is something grievously wrong in the way I have configured XEmacs, it is
likely to happen to at least some other users over time. I would
appreciate any suggestions as to how I can proceed in isolating this.
`Installation' is attached.
