You don't have the xemacs-base package installed.
For hysterical raisins (ie, we made a mistake and did so in a
tedious-to-fix way) the default download does not include the packaged
Lisp, which contains most of the functionality of XEmacs. What you
should do is
(1) download
ftp://ftp.xemacs.org/pub/xemacs/packages/xemacs-sumo.tar.gz
(and
ftp://ftp.xemacs.org/pub/xemacs/packages/xemacs-mule-sumo.tar.gz
if you have build with Mule support for non-Latin-1 character sets).
These files are also available compressed via bzip2 with the .bz2
extension instead of .gz.
(2) mdkir and cd to $prefix/lib/xemacs/xemacs-packages, where prefix
is the directory specified for Installation prefix in the file
Installation in the top directory of the build tree (also available by
typing M-x describe-installation to your xemacs).
(3) untar xemacs-sumo.tar.gz there.
(If you have Mule, then
(2-mule) mdkir and cd to $prefix/lib/xemacs/mule-packages.
(3-mule) untar xemacs-mule-sumo.tar.gz there.)
If that arrangement doesn't suit you, then read README.packages for
more details, and figure out what you want to do within the parameters
described there.
