I'm confused and can't reproduce this:
`quoted-printable-encode-region' is an interactive compiled Lisp function
-- loaded from "qp"
(quoted-printable-encode-region FROM TO &optional FOLD CLASS)
Have a look at qp.el in the gnus package.
