configured using `configure --prefix=/home/xemacs/debug --with-png --with-mule'
Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
When
(1) I start XEmacs with the -vanilla switch,
(2) I'm running under X with gutters visible,
(3) I set enable-local-variables to 'ask, and
(4) I type C-x C-f /tmp/foo.el where the entire contents of
/tmp/foo.el is:

;; foo: bar ***
;; End: ***

XEmacs gives the warning:
(1) (local-variables/warning) File local-variables error: Missing
colon in local variables entry
and does not set the local variable foo. If I turn off the gutters,
or run in TTY mode, or leave enable-local-variables set to t, the
local-variable section behaves normally, i.e., foo gets set to bar.
