Just changing the released version number to 21.0 was not a good idea.
Please, Please add at _at the very least add_ in <LARGE><BLINK>
a comment refering people to README.packages readme and to the bogus
patch level...

Hm! I guess Steve had something on his mind when he didn't rename
21.0.67 to 21.0. Anyway, even the README file at ftp.xemacs.org
doesn't say 21.0 is released. So I thought it would at least be a
good idea to point to 21.0.67 source.
BTW, the INSTALL file clear points to etc/packages so if you read the
information carefully you'll find your way. But I have to admit that
the new package system hasn't been well adverticed at this point.
