I went and tried two things:
Downgrading leim to the release version 1.31; this one does not have
hebrew.el, and with the packages installed, xemacs will build and
install just fine.
Then I had the xemacs-packages build compile the pre-release 1.38
"leim/hebrew.el". While this sounded like a good idea, the resulting
installation still messed with the xemacs build - mule/hebrew.el{,c} all
of a sudden was not included, and the xemacs build attempted to install
a $PREFIX/lib/xemacs/xemacs-packages/lisp/leim/hebrew.el. Something
messy there, but I don't even begin to understand the way xemacs
compiles its el files.
So, for now, I will ship xemacs-packages with the release leim-1.31.
The problems of leim-1.38, and why the editor build would reach outside
the source tree in the first place, should definitely be looked at.
Cheerio,
