I've just installed Redhat 7.3 on several systems. 7.3 comes with XEmacs
21.4.6. For some reason Xemacs 21.4 will not automatically load the
verilog-mode.el package (located in xemacs-packages/lisp/prog-modes). I
built and tried 21.4.8 and 21.5.6, both of which behaved in the same
manner. I was able to work around the problem by explicitly loading the
package in my init.el file but never the less this points to a serious
problem in the package system. XEmacs 21.1 which shipped with Redhat 7.2
seems to work fine, the problem must therefore have been introduced in
21.4.

This sounds like there is a missing autoload cookie rather than a
problem with XEmacs.
A patch to verilog-mode.el is on the way. Thanks very much for
pointing this out.
