This sequence crashes on me.
Fatal error: assertion failed, file redisplay-x.c, line 491,
abort()
I don't know if it makes you feel better or worse, but it also crashes
19.16 and 19.15.
However, the equivalent in 19.13 does not crash, but creates the
margin annotation correctly.
