I'm afraid I can't quite make out: 1) what you did, 2) what
you
expected to happen and 3) what actually did happen. The new (Inno
Setup based) installer ("XEmacs Setup 21.4.19.exe") does not require
setup.ini.
I'm using the "netinstall" setup program, not the InnoSetup. I need the
Cygwin
version, not the native Windows version. The new setup program (21.4.19)
does not give a choice between native or Cygwin. So I used the older
program (21.4.13), which is listed on the
xemacs.org website still, and which
has worked without problems in the past.
I solved the problem by downloading all the packages manually, and
constructing a new setup.ini by concatenating the setup-bin.ini and
setup-packages.ini, then selecting "install from local directory".
(I know Cygwin supplies an xemacs package, but it's the full sumo
package and requires X Windows packages)
