Pablo, you should be able to select and install all required packages
as follows (once you have efs and xemacs-base installed):
Options -> Manage Packages -> Add Download Site -> 
xemacs.org or other mirror
Options -> Manage Packages -> Update Package Index
Options -> Manage Packages -> List & Install
Now, with point on the jde package line, use
RET runs the command pui-toggle-package-key
r runs the command pui-add-required-packages
x runs the command pui-install-selected-packages
