where did you find the reference to send-pr?
You should use
Help->Send Bug Report...
or
M-x report-emacs-bug
as suggested in
http://www.xemacs.org/Debug/index.html
these days.
To report a clearcase bug, use
M-x clearcase-submit-bug-report
but make sure to send it to
Michael Diers <mdiers(a)elego.de>, xemacs-beta(a)xemacs.org
You could put esler in the Cc.
Michael, shouldn't we fix the To header for
clearcase-submit-bug-report?
